ASC Group, Inc. identified the following environmental key issues associated with the replacement of seven superstructures carrying 18th Street, the Family Court Pedestrian Walkway, 19th Street, the Free Library Pedestrian Walkway, Benjamin Franklin Parkway, 21st Street, and 22nd Street over I-676 in the City of Philadelphia.  

The Project is located in a highly urbanized area in Philadelphia, Pennsylvania and lacks many natural resources.  I-676 travels under city streets in Philadelphia surrounded by Fairmont Park and Logan Square.  Fairmont Park is located in all four quadrangles of the 21st and 22nd Street Bridges over I-676.  Logan Square is located mainly south with a strip of the square north of the 18th Street, 19th Street, and Benjamin Franklin Parkway Bridges over I-676, and the Family Court Pedestrian Walkway located between 18th and 19th Streets, and the Free Library Pedestrian Walkway located between 19th and 20th Streets over I-676.  Due to the highly urbanized area and associated traffic public involvement will be a major component of this project.

Major Stakeholders include: the City of Philadelphia Streets Department; Fairmount Park Commission; the Franklin Institute; Logan Square Neighborhood; Preservation Alliance for Greater Philadelphia; Parkway Council Foundation; City of Philadelphia Art Commission; Free Library of Philadelphia; and the Center City District / Central Philadelphia Development Corporation.
